in the world of government, even less. and he said, yeah, we can do that. let me make some phone calls. a couple of days later, he said, all right, i got a couple commitments. let's put a team together. it was myself, diana, lewis, val valesky, i'm sorry, it's been a long week already and some people from public works. we want a couple engineers, i'm an old medic, diana is really the logistics master and i figure if we're going to go someplace where thins might go awry, i wanted someone like that. so we put this together in 30 days, including a holiday. we were wheels up for van, we spent 10 days in country. and the story there is interesting, to say the least. a little bit of a cultural difference. you kind of have to wade through, and i'm sure i'm preaching to the choir in the military here, you have to separate out how things are versus what you're used to and what it really means because otherwise you can really get into apples and oranges. so the take away for me, and what should be rolling behind me, are just a series of photographs of van when we wer

fema's role is to coordinate response between state and local governments and his focus, his direction to us really comes down it 3 things. he asks us to always plan for the worst case, the maximum of the maximums and it's go to see the department of defense is incorporating this within the catastrophe policy that was spoken about a little earlier. no. 2, he asked us to sppbld and are able to stabilize an incident within 72 hours. his mantra is think big, go big, go fast but not fast. 3, he asks us to do this within a whole community approach, not only it make sure we utilize the whole community in the response because there's much more responders past the federal-state responders. there's the public being responders and there's many others, private industry need to be in that so we try to integrate that into a whole community concept. and also to make sure when we respond we respond to take into account the whole community. not everybody looks like me and you but we need to be able to take into account and service our elderly, infants and others that may need special assistance. with

national guard, what training exercises are you doing right now to integrate with cal fire or other local governments to make sure that we're ready for this fire season? >> well, as far as i expressed earlier, we have the springtime exercise. that was our fifth annual one. we will obviously continue that through. just like we were speaking about yesterday, maturing the process in our relationships as well. what we're doing here is again in a typical marine corps fashion, we're going to move this forward into a more combined arms event. we have been previously doing the aviation operations but now we do have a robust capability within the one map on the air in aviation site on the ground piece as well as far as we have built in the plan as far as getting dozers, things like that, the logistical piece and making it a more robust exercise. initially what we looked forward to was on the initial capabilities exercise, the initial day, is to build a lot more friction into it. it's working through the orders. what constitutes the approval to enter into action. we can't just go at the call, it has to meet th

in the wake of new orleans, our city government started looking at how we prepare our self. and one thing we discovered was, as you all know, the relationships that exist on the ground between civilians and between our first responders, really will help to dictate our success in tackling not just our response, but our recovery. and this is why last year in my district, in the heart of north beach which i hope many of you will have a chance to visit, we set up a coordinating council, and this is a council made up of local residents, neighborhood associations, merchant groups, churches, nonprofit organizations, city officials, and first responders. the task of this local coordinating council was to figure out how do we deal with that first 72 hours and how do we recover? and we've learned an awful lot as we've developed these relationships and how do we avoid the mistakes that were made after hurricane katrina? but what we've also found is that by simply convening these groups, we are preparing ourselves not just for what happens after a disaster, but we are literally building

whether it's other federal government entities that we work with, of course our local coast guard, people who are here every day that need to build these relationships because we are not going to fail our public. too many examples across the world where they known disasters were in front of them and they did not prepare. and this is our opportunity and i am very thankful to our fleet week association for bringing this forward to the u.s. navy for being here to our marine corps and our coast guard, they are all working together to make sure that we can practice what we preach. the most, i think, beautiful thing of fleet week now is not only the appreciation but right down to the neighborhood leaders in our neighborhoods in san francisco, they can have a feeling of confidence that the city is ready. so i want to again thank general myett, thank lewis loeven, thank all the partners. not only are we doing it here and not only are we receiving this, but we're also sending our teams to places like camp pepblgds done and changing information with top brass so they can get information as well. it

critical to this is a review of authorities, policies and protocols that govern the access to and employment of defense capabilities and that directive is required to be done by september of 2013. included are recommendations that will address specific core capabilities, methods on how to catalog them, changes necessary to facilitate planning and access to those capabilities. this is a significant change in dod's approach, particularly as it considers active forces in a more deliberate manner. the report specifically states to include those capabilities that have had previously a limited role in supporting civil authorities. i read that from my perspective down at camp pendleton as the active for the. u.s. northern command have been tasked to (inaudible) defense support to civil authority concept plans. with that, there is a recommendation to integrate and synchronize dod planning with federal, regional and state partners, something that san francisco fleet week has energized in the bay area over the past 3 years. the establishment of the dual status commander helps us pull title 10 and titl
